I am willing to perform estimating and pre-con services at no-cost in exchange for being used as a PM or APM on the project.  My PM fee will also be less than what is typically paid to PMs. 

The partnering contractor must have the following qualifications:

-5 years experience in public school construction

-2 school construction projects of $5 million or more for just GC portion OR $15 million for single combined contract. 

Public bidding has been very competitive lately, and the winning bidder will certainly have strong relationships with local subs that are willing to work on low profit margins.  Like I said, I can help a team provide a lower cost with free pre-con work and low PM fees.

As part of the [...]]]> Byrne courthouseI’m looking to assemble a team consisting of an architect and CM and possibly a mechanical and a roofing contractor from a roofing firm similar to roofers greenville providing Greenville roof replacement for proposal on a federally funded upgrade project in Philadelphia, PA.  Bids will be collected December 30, 2009.

As part of the American Recovery and Reinvestment Act, the General Services Administration is soliciting bids for design and construction of a replacement of air handling units, installation of photovoltaic arrays, and installation of a vegetative roof.  These renovations will be performed on two federal buildings in Philadelphia. The leading metal roof contractor will be engaged in the process of its installation.

The GSA is looking for the best value proposition and not necessarily the best price.  Price will be submitted, but they will look at what team provides them with better value.  The criteria for selection consists of the following items in order of importance.

Factor #1 Past Performance

Factor #2 Key Personnel of the Construction Team and the Design Team

Factor #3 Project Management Plan

Factor #4 Small Disadvantaged Business

We must assemble a team the meets the experience requirements of the GSA.  Those requirements are as follows:

1.  Three projects within the past ten years that demonstrates the firm’s experience on HVAC projects with AHU replacement and ductwork in an occupied office facility with construction valued at greater than or equal to $3 million.

2.  Two projects, one of which demonstrates experience with a non-unitized vegetative roof system and both of which demonstrate the construction experience working on a minimum roof area of 20,000 square feet on an existing structure

3.   Three projects within the past ten years that demonstrates the firm’s experience working with Crystalline technology on a minimum of 50kW rated system per project in a high rise building defined as 5 stories or taller

I am a commercial roofing contractor in Louisville, KY and own a small disadvantaged company and a LEED accredited professional.  I will assist with proposal preparation, design considerations, materials: metal/tile roofing,  AutoCAD work, estimating, schedule preparation, writing subcontracts, on-site project management, change order management, submittal management, RFIs, and project close-out.

The house and land packages in The Gables Box Hill have built quite a reputation over the years, and with the predominance they exhibit in the area, one can easily tell that they land a lot of deals, and can be considered a potential candidate to the project I mentioned.

The proposal will involve a thorough technical proposal prior to the proposal of pricing.  I would like to supplement a team with the following services:

-Design coordination and development
-LEED credit consultation
-Cost analysis and estimating
-Bid package preparation
-subcontractor solicitation and selection
-On-site project and schedule management
-LEED administration through the USGBC
-Submittal Review, RFI tracking
-Close-out and warranty management.

The technical proposal is due on Tuesday December 8, 2009 at 2 pm and an oral presentation is scheduled for January 12, 2009.

The criteria for the technical proposal is as follows:

-Organizational chart
-Basis for selection
-Working relationships of team members
-Key personnel backgrounds and references
-Matrix of CM tasks with anticipated hours
-Experience with 3 similar projects in the past 10 years and preferably 5 years

  • All projects must be renovations
  • Two projects must be exterior renovations of buildings with historical significance
  • One project must be an interior renovation of a multi-unit residential building including MEP
  • One project must be a renovation for a higher education client and higher consideration is given if all three
  • One project must be in excess of $10 million
  • Two of the submitted projects must be in excess of $5 million
  • Two of the three submitted projects must have been done using the CM-at risk contract method with higher  consideration given if all three
  • Two of the three projects must be complete and occupied for at least six months
  • 1 project may be in construction but must be at least 50% complete

-Provide a description of the biggest challenge on the job and describe how this challenge will be addressed.
-There must be at least 25% MBE participation.  I have a list of MBE companies in the area willing to work on the job
-Provide samples of previously completed MBE achievements
-Description of economic benefit to the Maryland economy
-Joint venture description

Since this is a CM-at risk project, I do not believe that the winning firm is required to bond the full $13 million project because the subs will be contracted directly to the owner, however, I would think that a company qualified to do this job will most likely have the bonding capacity in place.
