{"id":17,"date":"2009-11-23T09:50:08","date_gmt":"2009-11-23T16:50:08","guid":{"rendered":"http:\/\/www.constructonomics.com\/blog\/?p=17"},"modified":"2019-05-14T22:47:18","modified_gmt":"2019-05-15T05:47:18","slug":"cm-at-risk-at-towson-university-for-13-5-million-project","status":"publish","type":"post","link":"https:\/\/constructonomics.com\/blog\/2009\/11\/23\/cm-at-risk-at-towson-university-for-13-5-million-project\/","title":{"rendered":"CM-At Risk at Towson University: $13.5 million project"},"content":{"rendered":"<p>I attended a pre-bid conference on Thursday November 19, 2009 at Towson University for a CM-at risk project for the r<img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-26\" title=\"IMG_0216\" src=\"https:\/\/constructonomics.com\/blog\/wp-content\/uploads\/2009\/11\/IMG_0216-225x300.jpg\" alt=\"IMG_0216\" width=\"225\" height=\"300\" srcset=\"https:\/\/constructonomics.com\/blog\/wp-content\/uploads\/2009\/11\/IMG_0216-225x300.jpg 225w, https:\/\/constructonomics.com\/blog\/wp-content\/uploads\/2009\/11\/IMG_0216-768x1024.jpg 768w, https:\/\/constructonomics.com\/blog\/wp-content\/uploads\/2009\/11\/IMG_0216.JPG 1200w\" sizes=\"auto, (max-width: 225px) 100vw, 225px\" \/>emodel of two residence halls on campus.\u00a0 The proposal will be for pre-construction and construction services.\u00a0 The design has not been completed, but there is a budget of $13.5 million for the construction of the project and they are pursuing LEED silver certification.\u00a0 I am looking to partner with an established firm in the D.C.\/Baltimore area\u00a0and propose on the project. The\u00a0<a href=\"https:\/\/rewardhomes.com.au\/house-and-land-package\/box-hill\/the-gables\/\">house and land packages in The Gables Box Hill<\/a> have built quite a reputation over the years, and with the predominance they exhibit in the area, one can easily tell that they land a lot of deals, and can be considered a potential candidate to the project I mentioned.<\/p>\n<p>The proposal will involve a thorough technical proposal prior to the proposal of pricing.\u00a0 I would like to supplement\u00a0a team with the following services:<\/p>\n<p>-Design coordination and development<br \/>\n-LEED credit consultation<br \/>\n-Cost analysis and estimating<br \/>\n-Bid package preparation<br \/>\n-subcontractor solicitation and selection<br \/>\n-On-site project and schedule management<br \/>\n-LEED administration through the USGBC<br \/>\n-Submittal Review, RFI tracking<br \/>\n-Close-out and warranty management.<\/p>\n<p>The technical proposal is due on Tuesday December 8, 2009 at 2 pm and an oral presentation is scheduled for January 12, 2009.<\/p>\n<p>The criteria for the technical proposal is as follows:<\/p>\n<p>-Organizational chart<br \/>\n-Basis for selection<br \/>\n-Working relationships of team members<br \/>\n-Key personnel backgrounds and references<br \/>\n-Matrix of CM tasks with anticipated hours<br \/>\n-Experience with 3 similar projects in the past 10 years and preferably 5 years<\/p>\n<ul>\n<li>All projects must be renovations<\/li>\n<li>Two projects must be exterior renovations of buildings with historical significance<\/li>\n<li>One project must be an interior renovation of a multi-unit residential building including MEP<\/li>\n<li>One project must be a renovation for a higher education client and higher consideration is given if all three<\/li>\n<li>One project must be in excess of $10 million<\/li>\n<li>Two of the submitted projects must be in excess of $5 million<\/li>\n<li>Two of the three submitted projects must have been done using the CM-at risk contract method with higher\u00a0 consideration\u00a0given if all three<\/li>\n<li>Two of the three projects must be complete and occupied for at least six months<\/li>\n<li>1 project may be in construction but must be at least 50% complete<\/li>\n<\/ul>\n<p>-Provide a description of the biggest challenge on the job and describe how this challenge will be addressed.<br \/>\n-There must be at least 25% MBE participation.\u00a0 I have a list of MBE companies in the area willing to work on the job<br \/>\n-Provide samples of previously completed MBE achievements<br \/>\n-Description of economic benefit to the Maryland economy<br \/>\n-Joint venture description<\/p>\n<p>Since this is a CM-at risk project, I do not believe that the winning firm is required to bond the full $13 million project because the subs will be contracted directly to the owner, however, I would think that a company qualified to do this job will most likely have the bonding capacity in place.<\/p>\n<p>Below are some more pictures of the project.
